Went to Washington DC to serve as a member of Congress to represent the 11th District in Illinois located south and west of Chicago. Biggest city is Joliet, contiguous to minority dominated areas. My legislative agenda placed high priority on supporting transportation and infrastructure, manufacturing, economic development; (because A) they are needed and B) they create jobs), health care, (especially for seniors and low-income families), as well as supporting agriculture and a safe and accessible food supply for all. Broadening the health services and career assistance available for returning military veterans and investing in education, health care and renewable energy were also issues I championed. Joliet is the Inland Port of the country because this area has every waterway, railway, highway etc. Agriculture products are a huge export. It was important to me that we represented and were accessible to all people. Unlike my counterparts, I spent my time, touring and talking to people, businesses and manufacturing plants in the district to figure out how to make the district better for all my constituents. I took the tough votes even when not popular, like the energy bill, to make sure that we would someday eliminate our need to rely on the middle east for oil, & voting on Health Care. I watched my mom battle breast cancer without health care. No one should have to go through that. When serving on small business committee I purposely addressed access to capital, equity and simplifying the tax code for entrepreneurs Because these issues affect small business, which is the backbone of every community, big or small. Recognizing small business differs from big business, I co-sponsored a bill to make the Home Office tax credit easier to deduct on taxes.
In 1995 I was drafted to run for the Illinois state senate against a popular Republican (18 year) incumbent even though people in power told me he couldn't be beat. Nevertheless, I took up the challenge, walked every precinct, raised money, worked day and night and won. Even the incumbent's campaign people said, "We knew Debbie was going to win because their candidate knew all the bank presidents but Debbie knew all the tellers." In 1999 I was appointed to a position of leadership and served as minority whip, minority caucus chair, majority caucus chair, assistant majority leader and when Vince Demuzio died in 2004 I was selected to take his place becoming the first woman in Illinois history to serve as Senate Majority Leader. While in the state senate, I was able to get many noteworthy pieces of legislation enacted during my 12-year career. They include tougher penalties for hit-and-run drivers, limits on rent increases in mobile-home parks, cervical-cancer screenings for low-income women and of course the prescription drug bill for seniors and those with disabilities. While in the State Senate I continued my education earning both my Bachelor's and Master's degrees in Communications Studies from Governors State University, at the same time putting both my children through college. I stayed on at the University and lectured as an Adjunct Professor.
I broke new ground in teaching a Public Policy class for the Political Justice Master's program by introducing a segment on how public policy affects women and minorities in the political justice system.
